I was sitting at a red light on Sudley Rd this afternoon, When I was rear-ended by a guy in a Suburban, Fortunately My boat sized sedan has rather large bumpers, which limited the damage.
The problem was, the guy who hit me couldn't speak a word of English, My linguistic skills in Spanish are equally dismal, I am assuming He was either a Tourist or Illegal Immigrant (Alien sounds too much like a Martian).
We pulled over, As soon as He saw that My neck hadn't completely snapped off, He mumbled something in Spanish, Jumped back in his car and took off.
If we are to let tourist's drive on our roads, We should at least instruct them in accident protocol.
Yes, It won't cost Me that much to repair the dent, But I would've liked to have his insurance info in case mechanical damage was found later.
The more likely situation was that He had neither Insurance, Drivers License or Legal Status in this Country, and was anxious to avoid being caught by a police officer.
If the damage had been more severe, I would have been over a barrel.
In this case I fail to see where the Resolution has done any good.

If there is real damage you could submit it to your insurance as a claim under the state-required uninsured motorist coverage. That coverage does not have a deductible.
I think you are missing a few steps in how the resolution works:
1. Get local law enforcement qualified to enforce immigration law.
2. When a suspect in a crime is questioned or detained, check immigration status.
3. When the suspect is identified as an illegal alien, notify ICE and have a detainer placed on him or her.
4. Once case is adjudicated, deport said illegal alien.
The resolution would not have prevented this accident, but if you had managed to get the license plate number, reported a hit-and-run to the police, and pressed charges, then you would enter the process at step 2. If the suspect was in fact illegal (as it would appear), then they could eventually be deported.
I will say that the deterent effects of the resolution have most likely decreased the number of illegals driving, or forced them to be more cautious when driving. But, like any law, it will not completely prevent a crime from happening. What we must do is report these types of incidents, and let the law enforcement process work. Then illegals who are involved in crimes such as this can be identified and deported.

That's why I carry rope in my truck: to hogtie rear-enders, especially those that will take the chance to leave the scene. Hell, I'll even add a set of box cutters to leave extra holes in their tires.
